Capital Stack: Flexible Fees
Fee structures that can follow your entitlement and funding milestones, discussed deal by deal.
Mulholland is a California planning and engineering firm working across seven disciplines for cities, market-rate developers, and affordable housing developers.
Brian Nieckula founded Mulholland in June 2019 in Ontario, California. That August, we were selected for our first public project: design services for the 2019–2020 CDBG Pontiac Avenue Pavement Rehabilitation Project. We moved our headquarters to Riverside in 2020 and opened a second physical office in July 2025. [VERIFY: office history wording]
Our name honors William Mulholland, the engineer who designed the Los Angeles Aqueduct, and the aqueduct arches in our symbol are a nod to his work. Today we plan and engineer projects for cities and developers across Los Angeles, Orange, Riverside, and San Bernardino counties.
How We Measure Success
Each pathway has its own proof point, published once measured: fee structures that can follow funding milestones for affordable housing, days from submittal to approval for developers, and fee within contract and estimate vs. bid for cities.
